Has anyone had any success getting through to the IRS regarding the Advance CTC payments that were not received by the taxpayer?

I have a client that received Letter 6419 from the IRS saying they sent him $633; however, the taxpayer did not receive any advance CTC payments. The Letter has a telephone number to call if the taxpayer did not receive one or more payments.  I have called the IRS's Tax Practitioner's line regarding this.  I also called the number listed on the Letter twice.  The person answering that call said all they could provide was general information and couldn't talk specifics.

The 1st time I got through on the Tax Practitioner line, the agent pulled the taxpayer's transcript and noted that four (4) payments totaling $1,333 were direct deposited.  However, the bank account was not that of the taxpayer.  I was then transferred to someone that again would only talk in generalities and therefore couldn't assist me.  The next time I was able to get through I conferenced in the taxpayer as the agent said the IRS had no record of receiving the taxpayer's 2020 tax return.  The agent confirmed with the taxpayer that the account the advanced CTC payments were deposited was not the taxpayers.  The last time I was able to get through to the IRS,I said there was already Form 2848 on file the agent asked for my CAF # but then asked me what the taxpayer's mother's maiden name and when I said I didn't ask my client's that I was asked where the taxpayer was born.  The agent said those were additional questions that had to be confirmed and then went silent on me.

I am getting ready to try to e-file the client's tax return but don't know if it will be accepted and even if it does, there is the issue of the advanced CTC payments the taxpayer didn't receive.  Does anyone have additional phone numbers I can try or how to file the tax return?
