I have a 2007-2008 1040 case that went to appeals in May 2012, was sent to another office a few months later (Detroit), and appears to be moving along at the pace of quicksand. Client is due refunds on denied child tax/other credits of about $6K for the 2 years. I submitted documentation on additional information requests twice, last time back in March, yet the appeals officer told me in effect today that the docketed cases have priority (OK), and mine will be dealt with "in time" (not very encouraging!). Meanwhile, the client's 2009-2012 refunds are being held up, approx. $20K total! If you can't prove hardship, they won't release refunds for future periods.
If anyone can offer any advice, or can share their own experience with recent IRS appeals cases, I'd like to hear from you. Thanks.
