Is it required that a client receive a complete paper copy of their personal and/or business tax returns?  Can they just be sent an electronic copy (PDF)?  I have seen/heard conflicting views on this.

26 U.S. Code § 6107 - Tax return preparer must furnish copy of return to taxpayer and must retain a copy or list

26 U.S. Code § 6107 - Tax return preparer must furnish copy of return to taxpayer and must retain a copy or list
The Secretary shall prescribe regulations under which, in cases where 2 or more persons are tax return preparers with respect to the same return or claim for refund, compliance with the requirements of subsection (a) or (b), as the case may be, of one such person shall be deemed to be compliance with the requirements of such subsection by the other persons.

The code only requires that a completed copy of the return be furnished to the taxpayer.  The format is not specified.  We typically mail paper copies to clients for security reasons and only email .pdfs upon request.  Besides, with a paper copy the client gets a spiffy folder with our name on it etc.  It's a nice package to present to a client who paid $500 or more to have a CPA prepare their taxes.

my firm specifically asks clients if they would prefer a scan rather then paper.  20% do not want paper.

i would hope that increases to 50% this year.

i do not beleive you are violating any procedural rules.

However, i must emphasize  that we do give clients the option.
