    Any thoughts on how to handle NY Rising payments coming to Sandy victims in 2014? Client claimed casualty loss on 2012 return, has NOL for 2013 and will be receiving NY Rising payments that would in essence reduce loss claimed in 2012 and eliminate NOL carried forward to 2013. 2013 not yet filed.
